Executive Committee

Composition:
  • The Principal as the Member Secretary, Ex-Officio
  • Three nominees of the overnment including the Chairman from among the pnel of eight to ten names submitted y the Principal of the College.
  • Two senior-most teaches of the College to be nominated by the Principal
  • One nominee of Utkal Uiversity not below the rank of Professor
  • One nominee of the UGC
  • One representative of the State Government nominated by the Department of Higher Education
  • Each nominated member shall have term of two years except for UGC nominee whose term will be a full six years

Powers and Functions:

The EC shall be the principal body in the management of the College and shall make all policy decisions and shall have the following powers:

  • To manage and administer the revenue and properties of the College
  • To approve the fees and other charges payable by the students of the College as prescribed by the FC
  • To approve new programmes of study leading to Degrees and/or Diplomas including self finance course programmes
  • To approve the Financial statement (Receipt and Expenditure) submitted by Finance Committee (FC) of Grants provided by Central/State Govt. Fees and other charges received by the College. Grants, gifts, donations, received by the College. Money received from any other source from time to time as may be decided by the Principal with the approval of the FC or EC.
  • To ratify the accounts and other relevant records and the Annual Statements of Accounts
  • To make provisions for building, premises, furniture, furnishings, equipments, appliances and gadgets and other facilities required for the College
  • To approve the mode of conduct of examinations
  • To approve the rates of remunerations, honorarium, TA/CA/DA and of incidental expenses related to examination
  • To nominate four experts from outside the College representing such areas as Industry, Commerce, Law, Edn., Medn., Engineer from the panel of names submitted by the Principal as the members of the Academic Council of the College

Academic Council

The AC will be solely responsible for all academic matters, such as framing academic policy, approval of courses, syllabi and regulations etc. The AC shall be the principal academic body of the College and shall, subject to provision of rules of the College, have the control over and be responsible for the maintenance of standards of education, teaching and training, inter-departmental co-ordination, research, examination and tests within the College.

Composition:
  • Principal of the College as the Chairman, Ex-officio
  • All heads of teaching departments
  • Four senior most teachers of the College representing different faculties of teaching staff nominated by the Principal
  • Four specialists from outside the College representing Commerce, Education, Industry, Law, Medicine and Engineering etc. having post-graduate qualification nominated by EC from the panel of names submitted by the Principal. Three nominees of Utkal University
  • A senior most faculty member of the College to be nominated by the Principal as Member Secretary of the AC

Powers and Functions:
  • To exercise general supervision over the academic work
  • To prescribe curriculum/course of studies for courses leading to degrees and diplomas;
  • To scrutinize and approve the proposals of BS with or without modification
  • To formulate rules and regulations for conduct of examinations and evaluation
  • To formulate rules and regulations for admission
  • To take a periodic review of the activities of various departments
  • To avail the service of guest faculty

Board of Studies

Composition:

There shall be one BoS for each teaching department comprising:

  • Head of the department as Chairman, Ex-officio
  • Teachers of the department concerned subject to a maximum of five, preferable from different fields of specialization
  • Two experts on the subject from outside the College to be nominated by the AC
  • One expert to be nominated by the Vice-Chancellor of Utkal University from the panel of six names recommended by the Principal

Powers and Functions:
  • Prepare the curriculum for various courses
  • Suggest a panel of names to the Ex.C for appointment of question setters and examiners

Finance Committee

Composition:
  • The Principal as the Chairman, Ex-officio
  • One nominee of the EC preferably having experience either in finance service of the State/Union Government for a term of two years
  • One senior teacher of the College nominated by the Principal
  • Accounts Bursar as member –secretary

Powers and Functions:
  • The FC shall be an advisory body to the EC and shall meet at least twice a year to prepare the budget estimates relating to grants received/receivable from the UGC,Government and Non-Government sources, Income from fees etc.collected and place them before the EC for ratification
  • The FC shall prescribe the Admission Fees, tuition Fee and other session charges to be paid by the students, as suggested by ADC
  • The FC shall recommend rates of remuneration/honorarium for various persons as suggested by the committees concerned

Examination Committee

Composition:
  • The Principal as the Chairman,Ex-officio
  • Two members of the AC to be nominated by the Principal
  • Three senior faculty members of the College to be nominated by the Principal
  • The Controller of Examinations, shall be the Member-Secretary, ex-officio, He will be nominated by the Principal and hold the post during the pleasure of the latter

Powers and Functions:
  • The EC shall approve the result of the all examinations and recommend only the final results of a course leading to award of a Degree or Diploma for the approval of the Vice-Chancellor, Utkal University before publication

Development Committee

Composition:
  • The Principal as Chairman Ex-officio
  • The senior most teacher as Member Secretary
  • One senior teacher from each faculty nominated by the Principal
  • Superintendents of all hostels, Ex-officio
  • NCC, NSS, YRC officers and Rover/Ranger Leader ex-officio
  • Secretary FC
  • Prof-in-charge, UGC matters

Powers and Functions:
  • The DC shall be the planning body of the College and shall monitor the physical and infrastructural development of the College
  • The DC shall co-ordinate with appropriate government authority and the UGC,New Delhi for implementation of developmental programmes

Discipline Committee

Composition:
  • The Principal as the Chairman, Ex-officio
  • The senior most teacher of the College as the Member Secretary Ex-officio
  • One senior teacher from each faculty to be nominated by the Principal
  • Four members of staff at least one of whom shall be lady member to be nominated by the Principal

Powers and Functions:
  • The DC shall be an advisory committee to regulate and enforce discipline among the students and employees of the College and to take appropriate action wherever necessary

Library Committee

Composition:
  • The Principal as the Chairman,Ex-officio
  • One teacher from each discipline to be nominated by the Principal as member
  • Librarian and one Asst.Librarian: Member
  • Prof.-in-charge,UGC matters: Member
  • Officer-in-charge, Library: Member-Secretary

Powers and Functions:
  • The LC shall formulate policies pertaining to purchase and procurement books, journals, magazines, periodicals, furniture, equipments and stationary required for the library and reading room

Admission Committee

Composition:
  • The Principal as the Chairman,Ex-officio
  • A senior teacher of the College nominated by the Principal as Member Secretary
  • One senior teacher from each faculty nominated by the Principal to assist the Member-Secretary
  • HOD of each Post-Graduate department shall act as the Admission Officer for their respective departments
  • Six members of staff nominated by the Principal representing all the faculties as Admission Officers for respective faculties (for under graduate classes)

Powers and Functions:
  • To formulate the general policies of admission consistent with the Admission Rules of the Government

Students Welfare Committee

Composition:
  • The Principal as Chairman, Ex-officio
  • Three teachers from each faculty
  • NCC, NSS & YRC Officers, Rover/Ranger Leaders and Superintendents & Deputy Superintendents of all hostels
  • The senior most member of the staff Secretary to the Committee

Powers and Functions:
  • With the objective to identify and encourage creative talents, inculcate a spirit of discipline, leaders hip and social awareness, promote physical and mental development among students and to provide basic amenities
  • Conduct competitions in creative, cultural, literary, sports and general awareness activities

Planning and Evaluation Committee

Composition:
  • The Principal as the Chairman, ex-officio
  • One senior most member of staff as Member- Secretary
  • All heads of teaching department
  • Prof-in-charge, UGC matters
  • Controller of Examinations ex-officio
  • Member-Secretary, FC

Powers and Functions:
  • To formulate policy and draw an annual plan for curricular, and extra-curricular activities for approval of the EC

Grievances and Appeals Committee

Composition:
  • The Principal as the Chairman ex-officio
  • Member Secretary of all committees
  • The senior most of the members as stated under 16A (ii) above shall act as the Secretary of the GC

Powers and Functions:
  • To scrutinize, investigate and consider all petitions/complaints, grievances of the students and employees of the College or those submitted by guardians and citizens and place their considered opinion for the approval of the EC

Purchase Committee

Composition:

  • Officer-in-charge Furniture - Member Secretary, ex-officio
  • Administrative Bursar-Member, ex-officio
  • Accounts Bursar-Member, ex-officio
  • Officers-in-charge of UGC matters-Member, ex-officio
  • Two senior teachers nominated by Principal as Member

Powers and Functions:
  • To scrutinize, allocate funds and recommend the proposals for purchases to be made for the office, different departments, laboratories, library, reading room, chemicals, equipments, furniture, fixtures, sports articles etc. as submitted by the different departments and committees

Research Co-Ordination Committee

Composition:
  • The Principal as Chairman, ex-officio
  • A senior teacher of the College nominated by the Principal as Member-Secretary
  • One senior teacher from each faculty nominated as Member by the Principal
  • Officer-in-charge of UGC-Member, ex-officio

Powers and Functions:
  • To examine and recommend the proposals of Research Projects submitted by faculty members for onward transmission to the Funding Agencies
